A pendant alarm that works perfectly in a test but cannot make a call after an analogue line is withdrawn is not a safeguard. For housing and care teams, telecare equipment procurement for councils is therefore no longer a routine replacement exercise. It is a service-continuity decision affecting residents, response teams, property infrastructure and budgets for years to come.

The strongest procurements begin with the outcome: reliable access to help, in the right place, at the right time. Equipment specification follows from that. A council may need dispersed alarms for tenants living independently, warden call coverage in sheltered schemes, door entry integration in communal buildings, or a mixed estate where all four requirements apply. Treating each site as identical can create unnecessary cost and leave genuine risks unresolved.

Start with the service, not the device

Telecare is often discussed in terms of pendants, base units, smoke detectors and fall sensors. Those are essential components, but they are only useful within a complete operating model. Before going to market, establish who the service is for, what events need to be monitored, where calls are received and how help is mobilised.

This means understanding the resident profile as well as the building. A sheltered housing scheme may require communal warden call points, on-site annunciation and resident-to-resident considerations. A dispersed telecare service may depend on a digital alarm unit in an individual property, with a monitoring centre receiving calls remotely. Extra-care housing can require both individual telecare and coordinated communication across shared spaces.

The right solution also depends on practical conditions. Some residents need large, simple controls or a wearable device that can be operated easily. A specification should allow suitable assessment-led additions without forcing every household into the same package.

Telecare equipment procurement for councils in a digital estate

Digital transition is not simply about changing the alarm endpoint. Build a specification that can be evaluated fairly

Define the functional requirements, expected volumes, property types and any required integrations. Set out the expected journey from survey through installation, testing, handover and support.

Technical requirements should cover compatibility with the receiving monitoring service, supported alarm protocols, power resilience, remote management where needed, audit information and secure handling of resident data. Performance-based requirements give councils scope to consider suitable alternatives while retaining control of essential outcomes.

The procurement should also distinguish between core requirements and optional elements.   • installation standards, resident demonstrations and confirmation that test calls have been received;

  • stock availability, lead times and arrangements for urgent replacements;

  • fault reporting, repair routes, component repairs and equipment lifecycle management;

  • training for housing officers, scheme managers, installers and response staff; and

  • clear reporting on installations, assets, faults, outstanding risks and service performance.

These questions move the evaluation beyond headline unit price. A lower-cost device can become expensive if it needs repeated visits, is difficult for residents to use or cannot be supported promptly when it fails.

Evaluate whole-life value and supplier accountability

Telecare systems are critical infrastructure in someone’s home. The contract should reflect that reality. Consider the complete cost over the anticipated term: equipment, installation, connectivity, platform or service charges, planned maintenance, repairs, replacement batteries, software support, training and decommissioning.

It is equally important to test supplier capacity. Can the provider support a pilot, a phased estate upgrade and ongoing break-fix work? Is there a defined helpdesk route? Are fault priorities and response times clear? Can the supplier provide replacement equipment quickly where a resident’s safety may be compromised?

References and case studies can reveal how a provider performs once a scheme is occupied. Look for evidence of controlled migrations, communication with residents, accurate asset records and effective coordination with monitoring centres. A technically capable installation team is valuable, but councils also need an accountable partner that can remain involved when equipment reaches end of life or site circumstances change.

Plan implementation as a resident safety programme

Even a well-specified contract can fall short if implementation is treated as a logistics exercise. A resident may be anxious about unfamiliar equipment, depend on an existing pendant daily or have a carer who needs to understand the new arrangement. Clear communication and a planned handover are part of safe delivery.

Begin with accurate asset and resident data. Identify the systems in place, their connection type, known faults, monitoring arrangements and any households with a high dependency on telecare. This creates a sensible sequence for installation. High-risk properties, sites with known analogue dependency and equipment approaching failure may require priority action.

A pilot is often worthwhile where the estate is varied or the technology is new to the operating team. It can test signal coverage, installation duration, monitoring-centre receipt, resident guidance and fault processes before a larger roll-out. The point is not to delay progress but to correct issues when they are still manageable.

At each installation, equipment should be tested end to end. It is not enough for a pendant light to illuminate or for an installer to hear a local tone. The alarm event needs to reach the intended monitoring point with the right resident and location information, and the resident should know how and when to use the device. Record the test outcome and any limitations identified.

Keep contracts flexible without losing control

Technology, network conditions and resident needs will change during a multi-year agreement. Build in a formal process for introducing approved new equipment, updating firmware, managing product obsolescence and agreeing substitution where a component is no longer available. This protects continuity without allowing uncontrolled changes to a safety-critical service.

Contract reviews should examine more than installation numbers. Fault patterns may highlight a product issue, weak mobile coverage, incorrect use or a gap in staff training. Repeat calls from a particular building may point to a wider warden call or access issue. Performance data is most valuable when housing, adult social care, monitoring and technical teams can act on it together.

A good procurement leaves councils with more than a catalogue of devices. It establishes a clear, supported route through digital change, so that every resident who presses for help can have confidence that the call is still there to answer.
